Yes, you can install JReviews in both production and development domains. JReviews also works by default on http://localhost and on test. and dev. subdomains of your production domain.
To request an additional development domain or if you are having trouble using the license on localhost, please submit a ticket. Development domains need to be a real domain and not an ip address.
